Abstract
This descriptive study examines gender equity in U.S. public sector workplaces through systematic document analysis ranging from the Revolutionary War to 2023. Through inductive coding, eight themes emerged, each reflecting the evolving contexts that have shaped gender equity over time. The findings underscore two ways to improve gender equity. First, on an organizational level, public sector workplaces require structural changes to realize gender equitable outcomes. Second, at an individual level, public sector employees should be resilient actors to realize gender equitable outcomes. Understanding gender equity focusing events equips public sector leaders with the insight needed to implement more equitable workplace policy.
