Abstract
A critical component of public policy design and implementation is an effective communication strategy to support behaviour change among stakeholders in various public policy areas such as monetary policy, public health, environment and public transport. However, the literature provides diffused guidance for evidence-based communication designed for policymakers. This article reviews the literature on strategic communication and organizes the emerging principles and strategies under a framework with three practical actions: understanding the audience, timing the intervention and engaging with the relevant network of stakeholders. As a case illustration of the framework, the controversial Public Utility Vehicle Modernization Program in the Philippines is discussed.
