The problem and the solution. National human resource development (NHRD) in the United Kingdom can be looked at from two intertwined perspectives, namely, initiatives to foster the development of the national workforce alongside the impact these initiatives have on the U.K. conceptualization of HRD. This article looks first at key government initiatives and the roles of providers before discussing some general issues that affect human resource development in the United Kingdom. Despite increasing standardization, the scope of HRD as a subject has changed dramatically during the past few years, and many now see it contributing to the core aspects of the study and practice of organizations and management.
