Abstract
Privatisation of the wood and forestry industries in Romania was slow due to the relative inefficiency of the state versus markets and private property in the allocation of resources. State intervention was implemented on the grounds of market failure and the lack of incentives in the absence of clearly defined property rights. In these circumstances, it was necessary for the Romanian government to adopt a pragmatic approach and this is examined in this article.
